The 2008 SCS recommendatons are controversial and not generally accepted.

The American Cancer Society has issues a guideline for MRI of the breast that incidentally also made a recommendation about BRCA testing..  It recommends bracket testing for any woman with 10% or higher risk of breast cancer.  Essentially, since the average woman has a lifetime risk of breast cancer of 10% or more, it qualifies any person for testing, irrespective of family history. This a radical recommendation has not been widely accepted yet and continues to be discussed.
